Cecelia B. Moore, MHA, CPA, vice president of Finance and Chief Operating Officer for the Patient Revenue Management Organization (PRMO) with Duke University Health System, has been named associate vice chancellor for Finance at Vanderbilt University Medical Center.
In this key role at Vanderbilt, Moore reports to Brett Sweet, Vanderbilt University’s vice chancellor for Finance & Chief Financial Officer. She will work closely with Jeff Balser, M.D., Ph.D., vice chancellor for Health Affairs and dean of the School of Medicine, in support of VUMC’s leadership team and the entire Medical Center.
As a member of VUMC’s executive leadership, Moore will be responsible for all financial and control activities for VUMC, including the Vanderbilt University hospitals and clinics, the School of Medicine, the School of Nursing and all affiliated programs. She will also play a central role in supporting VUMC’s health system integration and expansion activities in the region.
“In Cecelia, the search committee found the ideal mix of operational, financial and leadership skills to help guide and transform the support provided by the Medical Center finance team,” said Sweet. “We are thrilled to have her join Vanderbilt’s team.”
In addition to working with the executive leadership team of VUMC, Moore will also work closely with the Provost’s office, general counsel’s office, human resources, information technology, informatics, the university’s medical center affairs and audit committee of the Board of Trust and the local health care community.

Moore obtained both her bachelor’s and Master of Health Administration degrees from Duke University and is a Certified Public Accountant. Prior to her current position as Vice President of Finance and Chief Operating Officer for the Patient Revenue Management Organization, she was Chief Financial Officer for the Private Diagnostic Clinic at Duke University Medical Center.
At Duke, Moore provided operational and strategic leadership for 1,400 employees and managed an annual operating expense budget of more than $105 million. She was responsible for overseeing annual collections exceeding $2.7 billion. Some of her accomplishments at Duke include: guiding the implementation of a new patient accounting, access, and medical records system across the Duke Medicine enterprise; revising the clinical trials billing process in conjunction with the School of Medicine and research leadership; and working closely with information technology to implement an online patient business functionality to improve patient satisfaction.
