Vanderbilt Centennial Professor of Philosophy John Lachs has proposed that legislators be examined on their specific knowledge of major bills under consideration in Congress. Lachs is dismayed that several national lawmakers have admitted recently that they do not read all the material on which they’re voting. The tests could be conducted by a non-partisan group of educators, he suggests.
